Past and Present Performance 

Thom Tech is a veteran owned small business with extensive experience in  Air Force depot maintenance and Department of Defense financial management systems.  We have a broad knowledge of both legacy and new systems, program/project management  systems required to support to Logistics and Financial business enterprise solutions.   Our background covers  financial analysis of numerous types of funds, system engineering for legacy and new systems, software design/development/testing/deployment, configuration management, and integration of Automated Identification Tools for depot maintenance.

Some of the experience highlights include such programs as Foreign Military Sales, Depot Maintenance and Production System (DMAPS); working with multiple services; working on various business process models; facilitation; SIT and SAT; interoperability testing; constant dialogue with Air Logistics Center users; conversion of financial business processes from old to new; performed numerous Accounting and Budget functions; and provided integration support of Automated Identification Tools for depot maintenance.  Combined knowledge and experience of  key personnel in depot maintenance and financial management systems is well in excess of 100 years.

Examples of Performance:

Interoperability Software Testing on DREP:

Thom Tech accomplished this effort within a laboratory environment of the Depot Repair Enhancement Program (DREP) and tested software as it was received from the vendor.  Test plans were prepared to indicate system being tested, required interface systems, test schedules, test environment(s), test resources (software/hardware), participating organizations, method(s) for maintaining requirements traceability, test procedures, and test reporting.  Software problem reports were prepared, coordinated through configuration management and requirements management before being forwarded to the Air force Material Command ( AFMC) Project Office. 

 Depot Maintenance Accounting and Production System (DMAPS):

Thom Tech provided Systems Engineering support to the government through analyzing technical problems at the project level and recommending/developing solutions compliant with Defense Infrastructure/Common Operating Environment (DII/COE) and AFMC Data Depot architectures, guidelines and standards.  We provided assurance of the compatibility, interoperability, and integration of all functional and physical interfaces from all providers as well as assured them that the system definition and design reflected the true requirements.  All documentation issued by the contractor and comments made thereto were under configuration management control to verify completeness and adherence to standards that are designed to provide for Chief Financial Officer (CFO) compliance.

     

 

Depot Maintenance Modernization Program:

Thom Tech provided a full range of program management and acquisition support for software development, enhancement, implementation, and sustainment activities of the Logistics Information System Program Office (SPO).  Thom Tech supported configuration management activities including configuration status accounting, change control, configuration identification, and configuration audits on several depot maintenance and change management data systems.

 

Process Integration and Technology Insertion:

Thom Tech supported the supply management, depot maintenance processes, and supporting systems, as required to ensure a seamless flow of information.  We integrated current and future processes and evaluated system tools from an enterprise perspective. Thom Tech evaluated new technologies for their usefulness to the depot maintenance shop floor mechanic.  The automated identification technology revolved around a visible lack of user-friendly information technology interfaces that enhance the depot activity.

Thom Tech personnel have been working in PMOs for several years doing a variety of tasks normally associated with program management functions.  Two examples of this are the DMMIS and DMAPS programs.  The JAD actions facilitated by Thom Tech personnel on PDMSS in still another example.

Thom Tech personnel have experience in the estimation and control of the cost and schedule but also in the related configuration management associated with the release of each government approved change.  Our personnel have worked in the PDMSS program office in MSG accomplishing this effort for several years. Two examples of this support are the estimates for the AFMC Integration Engine to correct deficiencies and to add improvements to assure compliance with the Chief financial Officers Act.  Also, Thom Tech assisted in the development of the Service Level Agreements required for DFAS TSO to provide the changes to the Defense Industrial Financial Management System. 

Thom Tech is accustomed to training non-technical personnel in the use of a computer system.  During the DMAPS implementation phase, the G072A system and all of the related functionality was absorbed.  One of the critical functions performed therein was the computation of end item sales prices for non-serialized items on permanent production numbers.  This functionality had been picked up by the Sales Price Generator (SPG) segment of the DMAPS Data Store.  All ALC personnel that were actively engaged in sales prices had to be trained on both the design and actual use of the new system.  Current support to the DMAPS PMO requires identification of training needs for each change to the Integration Engine (IE). Thom Tech staff has been involved in the training of functional users of computer systems over the past ten years. We have the capability to develop the course material requirements or deliver courses that have already been developed.
