 The Thom Tech labor categories identified below have their respective Commercial Job Title and the Minimum General Experience, Functional Responsibility, Minimum Education, and Labor Rates (before potential discount).  The latter has been arranged for yearly increments which become effective 1 July 2007.

Thom Tech values on-the-job experience and, unless otherwise stated for a particular labor category, offers the following general substitutions for all labor categories:

  • High School diploma and 2 years of experience in the specified field may be substituted for an Associate’s degree.

 

  • High School diploma and 5 years of experience or an Associate’s degree and 3 years of experience in the specified field may be substituted for a Bachelor’s degree.
  • High School diploma and 10 years of experience or an Associate’s degree and 7 years of experience or a Bachelor’s degree and 3 years of experience in the specified field may be substituted for a Master’s degree.

 

  • For categories where Bachelor’s degrees are required, a Master’s degree may be substituted for 2 years of experience or a doctoral degree may be substituted for 3 years of experience in the specified field.
  • For categories where a High School diploma or Associate’s degree is required, Bachelor’s degree may be substituted for 2 years of experience in the specified field.

 

Thom Tech recognizes there may be exceptions to the preceding qualifications.  Those exceptions could be the result of someone possessing a unique capability who does not otherwise meet all of the identified education and/or experience requirements.  In those cases, an individual request may be submitted to the customer for their approval.

1. Commercial Job Title: Production Manager I

Minimum General Experience: Four or more years of experience in a production or production management environment.
Functional Responsibility: Oversees personnel responsible for the productivity process or may be the single point of control for the production process. Has responsibility for ensuring compliance with applicable governing directives. Responds to and prepares customer requested documentation associated with the productivity process.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

2. Commercial Job Title: Subject Matter Expert I

Minimum General Experience: Eight or more years of experience in the specific subject matter area, and five or more years working in a program management office.
Functional Responsibility: Provides professional knowledge through leading-edge or state-of-the-art logistics, acquisition, business solutions, project management, program management, or IT related field.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

3. Commercial Job Title: Business Area Analyst I

Minimum General Experience: One or more years of experience in the program management business area being supported.
Functional Responsibility: Provides functional support in a broad range of business areas including, but not limited to, logistics (supply, maintenance, transportation, distribution, munitions, plans and programs), budget/accounting/finance, civil engineering, acquisition logistics, acquisition management, or contracting.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.



4. Commercial Job Title: Business Area Analyst II

Minimum General Experience: Four or more years of experience in the program management business area being supported.
Functional Responsibility: Provides operations and management level process expertise in a broad range of business areas such as logistics (supply, maintenance, transportation, distribution, munitions, plans and programs), budget/accounting/finance, civil engineering, acquisition logistics, acquisition management, or contracting.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

5. Commercial Job Title: Systems Analyst I

Minimum General Experience: One or more years of general system program management experience.
Functional Responsibility: Works under direct supervision, helping higher-level analysts. Interfaces with other departments/organizations to gain proper information to accomplish tasks. Documents program management requirements (e.g., user and/or technical) for IT systems. May be required to prepare detailed flow charts.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

6. Commercial Job Title: Systems Analyst II

Minimum General Experience: Four or more years of system analysis, system development, or functional user experience. Program management knowledge/experience in one or more IT life-cycle phases (e.g., concept, requirements, design, code, test, implementation, maintenance) is desired. May have specialized experience in one or more of the following areas: business process modeling, data modeling, interface analysis/design, software design, facilitation, testing, computer security, project management, functional user, or acquisition.
Functional Responsibility: Captures, decomposes, and documents functional user requirements (e.g., user and/or technical) for systems. Works with others to pinpoint problems and determine specific requirements needed to obtain favorable results. Analyzes requirements and recommends technical solutions and/or design specifications.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

7. Commercial Job Title: Systems Engineer I

Minimum General Experience: One or more years of program management experience is required in one or more of the system life-cycle phases of concept, requirements, design, code, test, implementation, or sustainment.
Functional Responsibility: Works under close supervision. Using established procedures, gathers and correlates basic data and performs duties involving calculations, coding, and relatively simple tasks. Helps provide designs for new software development efforts and/or software reengineering projects.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

8. Commercial Job Title: Systems Engineer II

Minimum General Experience: Four or more years of program management experience is required and have existing skills in the analysis, design, and/or deployment of system architectures (e.g., hardware, software, or communications) as well as experience in one or more of the system life-cycle phases of concept, requirements, design, code, test, implementation, or sustainment. May have specialized experience in one or more of the following areas: computer security, sizing/workload analysis, performance tuning, and/or testing.
Functional Responsibility: Works under minimal direct supervision. Develops technical solutions to system problems and/or provides designs for new software development efforts and/or software reengineering projects.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

9. Commercial Job Title: Systems Engineer III

Minimum General Experience: Eight or more years of program management experience is required and have existing skills in the analysis, design, and/or deployment of IT architectures (e.g., hardware, software, or communications) as well as experience in one or more of the system life-cycle phases of concept, requirements, design, code, test, implementation, or sustainment. May have specialized experience in one or more of the following areas: computer security, sizing/workload analysis, performance tuning, and/or testing.
Functional Responsibility: Determines task objectives and boundaries. Provides guidance on system structure and ensures successful implementation of task solution(s). Develops technical solutions to IT problems and/or provides designs for new software development efforts and/or software reengineering projects.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

10. Commercial Job Title: Process Analyst I

Minimum General Experience: One or more years of IT experience or two or more years experience in the specific functional area being supported.
Functional Responsibility: Under close supervision, helps with systems/business process design and documentation. Helps identify both functional or technical problems and solutions as they relate to the current and future program management business environment.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

11. Commercial Job Title: Process Analyst II

Minimum General Experience: Four or more years of process analyst and/or functional business program management experience.
Functional Responsibility: Under minimal supervision, performs systems/business process design and simulation focusing on process analysis and reengineering. Creates process changes by integrating new processes or business practices with existing ones. May have more junior staff members assisting in tasks.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related disciplines.

12. Commercial Job Title: Database Administrator I

Minimum General Experience: One or more years of database administration experience.
Functional Responsibility: Under close supervision, supports activities related to the administration of computerized databases. Using established procedures, gathers and correlates basic data and performs administration duties as assigned.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related disciplines.

13. Commercial Job Title: Database Administrator II

Minimum General Experience: Four or more years of database management and/or administration experience.
Functional Responsibility: Under the direction of the project supervisor, plans and performs duties related to database administration. Implements and maintains databases with respect to JCL, access methods, access times, devise allocation, validation checks, organization, protection and security, documentation, and statistical methods. Helps maintain database dictionaries and integrates systems through database design.
Minimum Education: Bachelor’s degree in a management, business logistics, engineering, computer science, or IT-related discipline.

14. Commercial Job Title: Program Control Analyst I

Minimum General Experience: One or more years of accounting or budget program management experience.
Functional Responsibility: Works under close supervision to support cost/schedule management, cost estimating, and funds management. Helps maintain work breakdown structures and earned value reporting matrices and helps prepares charts, tables, graphs, and diagrams.
Minimum Education: Associate’s degree in finance, accounting, management, business, logistics, engineering, computer science, or IT-related disciplines.

15. Commercial Job Title: Program Control Analyst II

Minimum General Experience: Four or more years of program control analyst experience.
Functional Responsibility: Under minimal program management supervision, provides program control support using functional user knowledge and experience in cost/schedule management, automated planning/control tools, cost estimating, or funds management. Maintains work breakdown structures and earned value reporting matrices and prepares charts, tables, graphs, and diagrams to assist in analyzing problems.
Minimum Education: Bachelor’s degree in finance, accounting, management, business, logistics, engineering, computer science, or IT-related disciplines.

16. Commercial Job Title: Configuration Manager I

Minimum General Experience: One or more years of configuration management experience in a program management function.
Functional Responsibility: Helps with general CM support, including configuration identification, change control, configuration status accounting, and deficiency reporting support. May provide support to functional users in JADs, TEMs, and TIMs. Helps support IPRs, CCBs, and other CM meetings/reviews.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related disciplines.

17. Commercial Job Title: Configuration Manager II

Minimum General Experience: Four or more years of configuration management experience in a program management function.
Functional Responsibility: Provides configuration identification, change control, configuration status accounting, and deficiency reporting support. Conducts IPRs, CCBs, and other CM meetings/reviews. May provide support to functional users in JADs, TEMs, and TIMs. Ensures appropriate documentation is approved and placed on contract for establishment of Government-controlled baselines. Develops audit plans for FCAs/PCAs.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

18. Commercial Job Title: Configuration Manager III

Minimum General Experience: Eight or more years of configuration management (CM) experience in a program management function.
Functional Responsibility: Is usually involved in conferences with high-level personnel and end users. Reviews program unique hardware/software specifications, functional user and developer documentation to assure consistency, and documents all disparities. Plans and schedules in-process reviews (IPRs), configuration control boards (CCBs), and other CM meetings/reviews. Reviews audit plans for functional and physical configuration audits (FCAs/PCAs). May supervise one or more CM professionals.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related disciplines.

19. Commercial Job Title: Configuration Management Assistant I

Minimum General Experience: One or more years of administrative support experience.
Functional Responsibility: Provides administrative tasks associated with CM. Files CM related documentation. Performs the secretariat function at CCBs and other review boards as well as JADs, TEMs, and TIMs. Performs other duties as assigned by program management functionals.
Minimum Education: High School diploma.

20. Commercial Job Title: Configuration Management Assistant II

Minimum General Experience: Four or more years of administrative support experience including one or more years working with CM journey personnel.
Functional Responsibility: Provides administrative tasks associated with CM. Maintains official files for advanced change study notices (ACSNs), engineering change proposals (ECPs), contractor change proposals (CCPs), requests for deviation (RFDs), and requests for waiver (RFWs). Helps plan and conduct FCAs/PCAs, tracks status and closure of action items, and maintains official files. Performs other CM duties as assigned by program management functionals.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

21. Commercial Job Title: Configuration Management Assistant III

Minimum General Experience: Eight or more years of administrative support experience including three or more years working with CM journey personnel.
Functional Responsibility: Determines task objectives and boundaries. Receives, processes, and approves program-unique specifications, engineering drawings, nomenclature requests, etc. Helps plan and conduct FCAs/PCAs, tracks status and closure of action items, and maintains official files. Operates the system for receiving, processing, and tracking closure of deficiency reports. May supervise one or more administrative support personnel. Performs other CM duties as assigned by program management functionals.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

22. Commercial Job Title: Data Entry Technician I

Minimum General Experience: Four or more years of data entry experience.
Functional Responsibility: Operates data entry devices in recording a variety of data, verifies data entered, and performs related clerical duties. Accomplishes corrective action using appropriate software tools. May supervise one or more other data entry professionals.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

23. Commercial Job Title: System Security Engineer I

Minimum General Experience: One or more years of experience in IT security or disaster recovery.
Functional Responsibility: Works under close supervision to help perform system security duties as assigned. May have familiarity with one or more of the following: penetration testing, vulnerability assessment, VPNs, network IDSs techniques and processes, or applicable Governmental security regulations and guidelines.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

24. Commercial Job Title: System Security Engineer II

Minimum General Experience: Four or more years of IT security experience. Familiarity with penetration testing, vulnerability assessment, VPNs, network IDSs techniques and processes, and all applicable Governmental security regulations and guidelines preferred.
Functional Responsibility: Under minimal supervision, performs system security tasks including, but not limited to analyzing functional allocation; performing analysis of user missions, policy, regulatory, and resource demands; and supporting the development of ISS enabling technologies, processes, and procedures into client systems and networks.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

25. Commercial Job Title: Financial Analyst I

Minimum General Experience: One or more years of accounting, budget, or financial analysis experience in specified program management area.
Functional Responsibility: Under minimal supervision, helps other financial analysts provide accounting, budgeting, cost-estimating, cost research, earned value, or financial analysis and data for use in support of complex systems or processes. Performs other financial management duties as assigned.
Minimum Education: Associate’s degree in a management, business, accounting, finance, or economics-related discipline.

26. Commercial Job Title: Financial Analyst II

Minimum General Experience: Three or more years of accounting, budget, or financial analysis experience in a specified functional area in specified program management area.
Functional Responsibility: Provides accounting, budgeting, cost-estimating, cost research, job costing, earned value, or financial analysis and data for use in support of complex systems. Organizes financial information into reports for use in the analysis of user requirements, and presents same to program management. Performs other financial management duties as assigned.
Minimum Education: Bachelor’s degree in a management, business, accounting, finance, or economics-related disciplines.

27. Commercial Job Title: Financial Analyst III

Minimum General Experience: Six or more years of accounting, budget, or financial analysis experience.
Functional Responsibility: Is usually involved in conferences with high-level personnel. Responsible for the performance of accounting, budgeting, cost-estimating, cost research, earned value, and/or financial analysis and data for use in support of program management activities for complex systems or processes. Ensures financial reports are accurate and meet customer objectives and requirements.
Minimum Education: Bachelor’s degree in a management, business, accounting, finance, or economics-related disciplines.

28. Commercial Job Title: Logistics Engineer I

Minimum General Experience: One or more years of logistics experience.
Functional Responsibility: Works under close supervision and helps other logisticians in the evaluation of systems, programs, operations, functions, and organizations in the areas of procurement, logistics, maintenance, distribution, transportation, purchasing, inventory, or supply management. Performs other logistics duties as assigned by the program manager.
Minimum Education: Associate’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

29. Commercial Job Title: Logistics Engineer II

Minimum General Experience: Four or more years of logistics experience.
Functional Responsibility: Under minimal supervision, provides logistical systems support and program analysis in the evaluation of systems, programs, operations, functions, and organizations in the areas of procurement, logistics, maintenance, distribution, transportation, purchasing, inventory, or supply management. Performs other logistics duties as assigned by the program manager.
Minimum Education: Bachelor’s degree in a management, business, logistics, engineering, computer science, or IT-related discipline.

30. Commercial Job Title: Acquisition Logistics Analyst I

Minimum General Experience: One or more years of acquisition or logistics experience.
Functional Responsibility: Under close supervision, helps create plans, which will have far-reaching consequences for logistics design and support at early stages in the system program life cycle. Performs other acquisition logistics duties as assigned by the program manager.
Minimum Education: Associate degree in a management, business, accounting, logistics, engineering, computer science, or IT-related field.

31. Commercial Job Title: Program Manager

Minimum General Experience: Eight or more years experience as a project manager or a combination of five years project manager and other related labor category.
Functional Responsibility: A Program Manager (PM) directs and coordinates all activities within a major program so as to obtain optimum efficiency and economy of operations and is responsible for managing the overall contractor team.  The PM must have a complete and thorough understanding of the acquisition process and areas relating to acquisition policy matters including acquisition streamlining, integrated information technology systems management, manning, best practices and lessons learned. The PM shall have responsibility for interpreting, organizing, executing, and coordinating assignments.  The PM may be called upon to support the Program Director at executive levels that would include major program reviews, inspections, conferences, and other program evaluations and major milestone events. 
Minimum Education:  Bachelor’s degree in business administration, public administration, engineering, accounting, operations research, or other related discipline.

 

32. Commercial Job Title:  Project Manager

Minimum General Experience: At least five years in a management position in a program management office.
Functional Responsibility: The Project Manager directs and coordinates all activities within a major project or part of a program so as to obtain optimum efficiency and economy of operations.  The Project Manager is responsible for the timely staffing of qualified personnel and subsequent availability to support the task order requirements.  The Project Manager is also responsible for top-level oversight of project activities and the communication/coordination between the appointed contractor project leaders/project teams.  Work requires the ability to manage and allocate/prioritize resources for simultaneous work efforts.
Minimum Education:  A Project Manager shall, as a minimum have a Bachelor’s degree in business, accounting, engineering, operations research, or related discipline. 

33. Commercial Job Title:  Program Management Specialist

Minimum General Experience: At least three years in a management position in a program management office.
Functional Responsibility: The Program Management Specialist is focused on one or more areas of program management support in order to obtain maximum utilization of the specific business area. The Program Management Specialist is in the lead position supporting a Program Management Office functional manager.  Work requires the ability to manage and allocate/prioritize resources for simultaneous work efforts.  May be called upon to assist the Program Manager in executive business sessions.
Minimum Education:  A Program Management Specialist shall, as a minimum have a Bachelor’s degree in business, accounting, engineering, operations research, or related discipline. 

34. Commercial Job Title:  Program Management Analyst – I

Minimum General Experience: At least two years in a business management position in a program management office.
Functional Responsibility: Monitors and analyzes program status on a daily basis.  The analyst provides ongoing support to the Program Management Office in terms of data management and analysis in all areas of project control and business management to include performance measures and improvements. Performs business management functional duties as assigned by program manager.
Minimum Education:  A Program Management Specialist shall, as a minimum have a Bachelor’s degree in business, accounting, engineering, operations research, or related discipline.

35. Commercial Job Title:  Program Management Analyst – II

Minimum General Experience: At least three years in a program management analyst position in a program management office.
